The process is simple:

1 - Open downloaded PDF in Acrobat Reader, which is a free program most likely already on your computer. (If not, a free copy is available from Adobe: https://get.adobe.com/reader/)

2 - Click right into the highlighted area, delete the existing text, and add your own.

3 - Save your file, print, cut, and frame. (When printing, select “Actual Size” from “Page Size & Handling” section of the print dialogue.) Print as many as you'd like . . . and make multiple variations, if needed.
